Along with changing democratic governance, there is a rethinking of the space and functioning of urban structures. The administrative center of urban life - as a point of accumulation of public interests - can be a catalyst for further change.The problems of complexity find a compromise - one of the central in the society of countries and cities. Therefore, it is proposed to create a typology of buildings, space, functions and symbols which would contribute to establishing contacts and psychological openness. To form a universal model of communication space, we first of all allocate a planning, ideological center - "dialogue". The spaces of dialogue and interchange are clearly defined and the function becomes of mental importance.
