The architect is one of the most empowered citizen that due to obtained high education can and willing to actively participate through new technologies in digital governance and multidimensional cyber interactions. The author shares site-specific case of World War II Memorial of the heroic defense of Odessa, 411th coast battery, that represents designed landscape of cultural, environmental, historic significance in Odessa in Ukraine, eligible non-EU country. The chosen language of the BNF comic stripe tells about the history of taking photographs, writing digital appeals and receiving official government response-letters within the period from 2016 to 2020 years, creating photo albums in the Facebook social network, as well as three representative blogs, which in their main core refer to Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part; the European Parliament directives in relationship with third countries.
